What's the difference between an encrypted Excel besteand and a beveiligd one?

An encrypted besteand (openen wachtwoord) cannot be openened at all without the correct wachtwoord — the entire content is unreadable. Can I openen an encrypted Excel besteand without knowing the wachtwoord?
